Al-Samaani: Legislative developments strengthened arbitrations standing within justice system

RIYADH — Saudi Minister of Justice Walid Al-Samaani said that the recent legislative and procedural developments have strengthened the standing of arbitration and alternative dispute resolution mechanisms. “This resulted in establishing them as effective and reliable options within the justice system,” the minister said while attending the first panel discussion at the Fifth International Conference and Exhibition of the Saudi Center for Commercial Arbitration (SCCA26), which began in Riyadh on Wednesday.Al-Samaani stated that the integration of legal, judicial, financial, and commercial tracks has contributed to building a stable and reliable investment environment. “Regulatory clarity and the effectiveness of the judicial system in supporting arbitration and enforcing its rulings — including the unification of enforcement jurisdiction — represent a key pillar in enhancing legal certainty,” he said. The minister noted that the enforcement system for arbitration awards recorded a growth rate of 43 percent in 2025, with commercial arbitration accounting for 50 percent of this increase, reflecting the growing confidence of investors and the business sector in arbitration as a dispute resolution pathway.Al-Samaani emphasized that the Ministry of Justice is continuing to expand the implementation of the preventive justice system. “More than one million electronic contracts have been documented, benefiting over 1.2 million users. This growth reflects rising demand for preventive justice tools and underscores the importance of further expanding their application to enhance contractual stability and support the business and investment environment,” he added.
