Malcolm Offord promised if Reform UK took power in Holyrood its first move on income tax would be to realign Scotland’s rates and bands with those in the rest of the UK and then cut all rates by 1 percentage point. He would then further cut rates so that by the end of the new parliamentary term, rates would be 3 percentage points below those in the rest of the UK.
