He is in favor of reopening the government immediately, with healthcare negotiations to follow later.During the 35-day shutdown during Trump’s first term, Graham suggested that caving on the proposed border wall could negatively impact the future of the Republican party. A deal was reached to fund the government through February 15, 2019, with negotiations on border security funding put off until a later date.
