The temperature outside was below freezing in this city northwest of Tokyo as local residents stirred early on a February morning.
But the atmosphere was tense inside the heated parked vehicle where Japanese police officers awaited a report near an apartment building. The radio crackled to life. “She came out. She’s carrying trash,” a police officer said over the radio.
