Jeddah, Saudi Arabia — U.S. and Ukrainian officials began talks Tuesday in Saudi Arabia with the Ukrainian side expected to present a partial ceasefire plan with Russia. The Ukrainian plan includes halting long-range missiles strikes and a truce covering the Black Sea.
